I'm still working on the achievement as we speak and, in taking a while to begin attacking, I'm stuck fighting a BUNCH of air/sea units Greece has. So, I suggest doing this and as quick as you can to ensure the other civs don't have GIGANTIC armies dominating land, air and sea. The first two civs, as for me, won't be heavy into aerial/navy units and it took me a while to even begin attacking. Most of them time if you have a well-trained, perked, Modern Infantry army along with your Artillery, they won't even try to attack you. Modern Infantry has great defense and artillery has great attack so, when attacking cities, you should stack the armies into one tile. You'll want to build a Barracks (and perhaps additional buildings to increase production) and start building artillery into armies. Doing this for 3 Modern Infantry armies should be fine.
